Q . 101. To whom is Baptism to be administered?

A. Baptism is to be administered to all those who actually profess repentance towards God, faith in, and obedience to our Lord Jesus Christ; and to none other.

And Peter said to them, “Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit. Acts 2:38

And they were baptized by him in the river Jordan, confessing their sins.
Matthew 3:6

Whoever believes and is baptized will be saved, but whoever does not believe will be condemned. Mark 16:16

But when they believed Philip as he preached good news about the kingdom of God and the name of Jesus Christ, they were baptized, both men and women.  And as they were going along the road they came to some water, and the eunuch said, “See, here is water! What prevents me from being baptized?”
Acts 8:12,36

“Can anyone withhold water for baptizing these people, who have received the Holy Spirit just as we have?” And he commanded them to be baptized in the name of Jesus Christ. Then they asked him to remain for some days.
